Abstract
African states have consistently responded and respected regional and international agreements, covenants and protocols which has it’s target using education as a means of addressing economic scientific, technological, social and cultural aspects of their lives vis-à-vis promoting democracy and national development, a belief that sustenance is a necessary precondition for national development and transformation. In so doing, education as an instrument for attaining the above, most of the states in Africa have planned and implemented reforms and introduced policies and programmes in their educational systems. This has been boosted by the fact that Africa is blessed with men and women who are theoretically sound in the conceptualization, planning and formulation of educational policies and programmes but these think-tanks regrettably have not made marks in terms of translating these enviable theoretical ideas into practice, thereby leaving observers of the sector to conclude that although there are monumental expansion in short and long term education industry in Africa, such expansion do not result in corresponding improvement. In this paper, the argument is not much as being achieved such attempts by African leaders to evolve sustainable policies for social transformation. That Africa has had an unfair share of failures in the implementation of educational programmes policies can stimulate challenges targeted at locating the sources of such problems. The paper shall identify the root causes of failure in educational policies and programmes as well as make recommendations on the ways forward.
