NEGOTIATED PERFORMANCE APPRAISAL AS A MODEL FOR ENHANCING SERVICE DELIVERY AMONG MINISTRIES IN ANAMBRA STATE

Abstract

The Annual Performance Evaluation System (APER) currently used by ministries in Anambra State creates room for subjective evaluation and favouritism in the sense that there is no proper data base for the recording of staff activities and tasks. This makes it difficult for supervisors to evaluate objectively and accurately measure performance.  In view of this problem, this study determined the degree of relationship that exists between negotiated performance appraisal and service delivery among ministries in Anambra State. The study specifically identified the extent of relationship that exists between performance feedback and service (infrastructure) sustainability among ministries in Anambra State. The study was anchored on goal setting theory by John Edwin Locke in 1968. The study adopted descriptive survey research design as a sample of 294 was selected from a total population of 1116 using simple random sampling technique. A well-structured questionnaire was used to collect data from the respondents. Descriptive statistics was used to present the data while Pearson product Moment Correlation Coefficient was used to test the hypothesis. Finding revealed that there is a positive relationship between negotiated performance appraisal and service delivery among ministries in Anambra State. The study concluded that negotiated performance is an effective communication tool that can help promote employee commitment towards task accomplishment and service sustainability of the ministries in Anambra State. It was recommended that the Ministries should establish effective network system that will enhance negotiated performance appraisal for improved service delivery
