ACCELERATING DIGITAL HEALTH IN SAUDI ARABIA: LESSONS FROM COVID-19

Abstract

The COVID-19 pandemic has posed unprecedented challenges to healthcare systems worldwide, increasing the demand for innovative solutions to maintain patient care while limiting viral transmission. In Saudi Arabia, the Ministry of Health (MOH) implemented a comprehensive COVID-19 mitigation strategy, which prominently featured the adoption of digital health technology platforms (DHTPs). These platforms enabled long-distance follow-up, outbreak monitoring, and the delivery of non-urgent medical services, supporting public health measures such as self-isolation and social distancing. During the pandemic, many outpatient clinics across primary and tertiary hospitals integrated DHTPs into routine practice, enhancing patient monitoring, management, and continuity of care without requiring physical visits. The successful deployment of these platforms was facilitated by robust technological infrastructure and network capabilities, which optimized the efficiency and reach of digital health services. The MOH actively encouraged the use of DHTPs to triage patients and manage healthcare delivery, ensuring that primary care services could focus on mitigating the spread of COVID-19 while maintaining essential healthcare access. This study examines the digital health transformation in Saudi Arabia during the COVID-19 pandemic, highlighting the role of DHTPs in improving healthcare delivery, ensuring patient safety, and supporting public health measures. The findings underscore the potential of digital health technologies as integral components of modern healthcare systems, particularly in responding to large-scale health emergencies.
