Budgeting is a fundamental tool for governance and economic management, enabling governments to translate national goals into actionable policies and programs. In Nigeria, government budgets have historically served as frameworks for planning and resource allocation, aiming to balance national development priorities with available financial resources. Over time, the budgeting process has become increasingly complex due to growing societal needs, scarce resources, and evolving economic challenges. Despite its importance in promoting sustainable development and public accountability, budgetary practices in Nigeria often fall short of optimal standards, largely due to inappropriate procedures and inefficiencies within the process. This study examines the challenges and opportunities in public sector budgeting, highlighting how proper planning, monitoring, and execution can enhance fiscal responsibility, policy effectiveness, and national development outcomes. By analyzing these factors, the research provides insights for improving budgeting practices, ensuring better resource utilization, and achieving the nation’s socio-economic objectives.
