The abysmal neglect and exclusion of persons with physical disabilities from the socio-economic activities of the society, has necessitated an inquiry into the impact of social inequality on the development of the physically challenged persons in Nigeria. Data used in this study were generated from secondary sources, while conflict theory propounded by Karl Marx was applied to explain the antics employed by the dominant class to rationalise their hegemony, and create an opium for the less privileged class to accept their condition as a way of life. Findings showed that the persistent class inequality has negatively impacted on the development of the physically impaired persons in terms of lack of access and skill, social exclusion, victims of injustice, psycho-social depression etc. The paper provided the following recommendations among others: provision of physical and medical rehabilitation, access to capital, political participation, state regulation against discrimination, etc.  It is therefore argued that the existing wide range of inequality can induce high crime rate opted for by the neglected group as survival strategy to cope with acute discrimination mated against them. It is therefore expedient for government to partner with civil society groups, organized private sector, Non-government Organisations, and other human rights organisations to salvage this neglected group; and concludes that persons who are mentally stable, but with physical disabilities should be rehabilitated and reintegrated into the social system, as a way of creating ability in disability.
